I had the same query a couple of years ago, the BAA did comment eventually and if I remember correctly they said just 3 had been put in there along with some tench and other stuff they took from a lake elsewhere [not a BAA lake]. Maybe they have put more in since, personally I don't like the idea of barbel in lakes, their natural habitat is flowing water. The odd thing about my catch was I had two in succession, a miracle if only 3 were in there. they were about 4 to 5lb then.
