The Canal and River Trust have the ultimate power, even above an actual law.

If a club or association are not following their rules and they the ''take-the-hump'', they can simply refuse to renew any lease held by that club or association.

Or worse, cancel a currant lease.

I am sure we would all want that - yeah right.
