As you say Stew its easy to sit behind a keyboard and moan and complain.
Differnt people have different reasons for not getting involved, Spare time if they are working, Family commitments, Lack of finance etc,etc. and some people are just not interested in getting involved as long as they can just turn up and go fishing ? Also there is the issue personal saftety
if you are a bailiff ?

With the BAA being based in Birmingham ? How many members actualy live in or near to Birmingham ? I would assume and some one will correct me if I am wrong ? BAA bailiffs have a monthly meeting at the BAA office ? with reports of how many checks have been made over the previous month ? So depending on where you live with the cost of living set to go through the roof in the coming months travelling to BAA office could be a problem each month depending on where you live ? I would also assume to become a bailiff ,There would have to be a DBS check ?
