You're right. The old "Red Rattle" is now endemic in England and will be almost impossible to eradicate. Because the river Wye is a SSSI it is Natural Englands' job to come up with a strategy for removal or control of any non-native species and Himalayan Balsam is certainly that. As anglers, we can just do our bit and knock it down with a bank stick (easy enough), but at this time of year beware of being showered with seeds, otherwise you'll find that next year you will have plants growing in your own gardens.

You may not like my response, however it is perfectly correct. Also, it in no way infers that BAA does not care. The BAA does not have the resources, nor does it have the responsibility, to enforce the EA Bye-Laws. This is an issue wholly the responsibility of the Environment Agency and it is to them that your Father should have directed his complaint.
