Yes Ollie,
You are correct,
there was a Forum post earlier this year about ANY Craft Launching onto the Canals and Rivers in England and Wales having to be in possession of a Licence!
This includes Paddleboards. Canoes and Kayaks
At least those Ladies did not interfere with bin, or his fishing.

All Fished with Pole in the Margin, down the Track, against the Sandstone on the far bank or against the Moored Boat.
Baits used -
Punched Bread, with Liquidised bread
Flouro-Pinkie
Casters
Worms, with Chopped Worm
Red Maggots
So what happened, how did we all do?
